SCI Houtzdale Release Outcomes
SCI Houtzdale is a Pennsylvania Department of Corrections medium-security institution for men. It is not a county jail, even though it stands in Clearfield County. People confined there may have been sentenced by courts across Pennsylvania. The Clearfield sheriff does not maintain their state release records, and the county jail phone cannot confirm a PADOC parole or discharge.
A release on state parole means the person leaves the prison but serves the unexpired sentence under community supervision. A discharge means the applicable sentence and supervision have ended. Transfer to another state correctional institution is continued imprisonment. A parole grant can also precede actual departure while release planning remains pending, and it may be rescinded before the person leaves. For that reason, a Board action, a minimum date, and physical release are separate facts.

Confirm SCI Houtzdale Release
The PADOC inmate and parolee locator has two relevant modes. Inmate mode covers current state incarceration. Department Supervised Individual mode covers people living under PADOC field supervision after institutional release. The locator is updated daily according to the official Locate an Inmate or Parolee service, so it is useful but not real time.
- Open Inmate mode. Search by inmate number when possible, or use last name with first name, date of birth, and committing county to narrow the match.
- Confirm the identifiers and current institution. A new SCI location means transfer, not release.
- If the person is no longer in Inmate mode, search Department Supervised Individual mode by name, parole or inmate number, county of residence, district office, or release date.
- Open the matching detail. Read the accomplished Release Date and Last Updated Time, then note the district or supervision information shown.
- Compare the state result with the sentencing docket and any available Parole Board action. Contact the proper PADOC office when the timing or discharge status remains unclear.
The supervised detail may display a photograph and its own image date. That is a PADOC custody or supervision image, not a Clearfield County booking photo and not proof of present confinement. Compare numbers, aliases, birth data, and other identifiers before relying on the match. Common-name searches may return many records, and the locator caps results, so narrow criteria help.

SCI Houtzdale Release Date Fields
The public interface does not expose a verified field called Projected Release Date, Tentative Release Date, Minimum Date, or Maximum Date. Its visible Release Date appears in Department Supervised Individual mode and records a past release into supervision. It must not be converted into a future estimate. A person whose detail shows a Release Date and district office has strong state evidence of institutional release, but not necessarily full discharge.

The sentencing docket can show the judicial minimum and maximum, credit, concurrent or consecutive terms, and later changes. The Pennsylvania parole process explains that ordinary state parole eligibility begins after the minimum, but there is no right to release. Pennsylvania also has no blanket rule that an ordinary prisoner must serve 85 percent of the maximum. Specialized paths such as RRRI have their own eligibility and decision rules.
Obtain SCI Houtzdale Release Records
A public locator result may answer current location or supervised status, yet a durable release or movement record may require a PADOC request. Use the Pennsylvania Department of Corrections Right-to-Know service and identify an existing document. Useful descriptions include a commitment and release record, movement history, accomplished supervision release date, or state image. Give the inmate or parole number, full name, relevant date range, and the precise record sought.
Mail requests to the DOC RTKL Office, Office of Chief Counsel, 1920 Technology Parkway, Mechanicsburg, PA 17050. Pennsylvania's Right-to-Know Law generally gives an agency five business days for its first response under section 901. The agency may invoke a written extension for statutory reasons under section 902. Section 705 does not require PADOC to create a calculation or new record. Parole confidentiality, privacy, and other exemptions may restrict disclosure.
Do not send a PADOC state-prison request to Clearfield County's records officer. The county does not own SCI Houtzdale release files merely because the prison is local. Court copies should come through the relevant sentencing court. A records inquiry should also distinguish actual institutional release, current parole office, maximum discharge, and sentence-calculation history because those are not the same request.
SCI Houtzdale Reentry Release Work
The official SCI Houtzdale page lists a Reentry Service Office for people within 18 months of a minimum or release date. That local office is part of preparation inside the state system. It is not a public roll of upcoming releases, and the 18-month description does not mean a person has a set date or approved parole plan.

Release planning can address an approved community plan and other prerequisites after a parole decision. The Pennsylvania Parole Board makes the parole decision, while PADOC performs field supervision. Someone who leaves SCI Houtzdale may appear through the locator's supervised-person mode and be assigned to a district office elsewhere in Pennsylvania. Tomorrow's Hope in Coalport can form part of the local community-corrections landscape, but placement there can remain structured PADOC custody or supervision rather than final discharge.
SCI Houtzdale History and Quehanna
SCI Houtzdale construction was completed in December 1995, and the institution was dedicated on January 5, 1996. Two more residential units were completed in 1998. A 150-bed modular unit followed in 2011. These dated facts explain why a person's older PADOC papers may use SCI Houtzdale across different phases of the institution. They do not establish its current population or release volume.
Clearfield County records can also name Quehanna Boot Camp in Karthaus. PADOC issued a final closure decision on September 19, 2025 and said transfers plus relocation of specialized programs would follow. Quehanna is therefore not in the August 2026 active facility map. An old commitment or movement entry naming it should lead to the current PADOC locator and state records, not to an assumption that Quehanna still releases residents.

The facility may not disclose every detail, and staff should not be asked for a public projected date that the state locator does not offer.
